The incentives are available to providers who not only adopt electronic health records but also become “meaningful users” of them. On July 16, 2009, the HIT Policy Committee has approved a matrix that outlines a definition of meaningful use that includes several patient education components. According to this structure, for providers to receive incentives for HIT implementation, they will have to provide patients and their families with timely access to data and tools to make informed decisions and to manage their health.

  • Record patient preferences (e.g., preferred communication media, advance directive, health care proxies, treatment options) (X-Plain provides the education in various formats)
  • Upload data from home monitoring device
  • Patients have access to self-management tools (X-Plain self-care libraries)
  • Electronic reporting of experience of care (X-Plain evaluation and survey services)

With $44,000 of incentives at stake for each physician treating Medicare and Medicaid beneficiaries, the federal government has established significant enticement to providers to establish an infrastructure that facilitates electronic delivery and documentation of patient education.
